Erasmus+ Mobility Rules

Recruitment for Erasmus+ mobility in the academic year 2023/2024

An academic teacher applying for mobility under the Erasmus+ Programme must meet the formal requirement of being bound with Kujawy and Pomorze University, hereinafter referred to as AKP, by an employment contract or a civil-law contract.

Recruitment for international mobility of academic teachers is conducted by the Centre for International Cooperation of AKP, hereinafter referred to as CWZ AKP.

An academic teacher interested in mobility for the purpose of teaching or training at a foreign partner university submits the Application Form and the Individual Teaching Programme, Staff Mobility for Teaching Mobility Agreement, or the Individual Training Programme, Staff Mobility for Training Mobility Agreement, to CWZ AKP. The templates of these documents constitute Appendix No. 3 and Appendix No. 4 to these rules, respectively.

The basis for qualifying an academic teacher for Erasmus+ mobility is the assessment of the Individual Teaching Programme or the Individual Training Programme, agreed with the host institution.

The following criteria are taken into account in the qualification procedure:

  1. teaching experience,
  2. ability to conduct classes freely in the teaching language of the host university,
  3. priority is given to candidates employed under employment contracts,
  4. in the case of employees who meet the qualitative criteria to the same extent, priority is given to those participating in mobility for the first time.

The Application Form submitted by the candidate is reviewed, as part of the qualification committee procedure, by the person responsible at the University for coordinating the Erasmus+ Programme, the Dean of the relevant faculty or the Director of the Institute or another organisational unit, the Vice-Rector for Economic Affairs and International Cooperation, and the President. It is then subject to approval by the Rector.

The candidate is informed about being qualified for mobility by the person responsible at the University for coordinating international cooperation. In the event of a negative decision, the academic teacher has the right to submit a request for reconsideration of the case within 7 days from the date of delivery of the decision.

The amount allocated for the implementation of mobility is determined according to the rates published by the National Agency of the Erasmus+ Programme for the given academic year.

Application deadlines and the list of partner universities are published by the University on its website.

In matters not regulated by these Rules, the applicable provisions are the supra-university regulations concerning the Erasmus+ Programme, the provisions of inter-institutional agreements under which the academic teacher’s mobility is implemented, and the agreement concluded between AKP in Bydgoszcz and the academic teacher who has successfully completed the recruitment process.

The University conducts recruitment for international mobility until 30 September 2023. If places remain available, further recruitment will be carried out on a rolling basis.

Application Form for an Academic Teacher

 

Recruitment rules for students of Kujawy and Pomorze University for international mobility in the academic year 2023/2024

Recruitment for study and traineeship mobility abroad is conducted by the Centre for International Cooperation of AKP.

Students may apply for study or traineeship mobility abroad if they:

a. are at least second-year students of Kujawy and Pomorze University, subject to paragraph 3, and are not on dean’s leave. This requirement applies to study mobility,
b. know the required foreign language at a level enabling them to study or complete a traineeship abroad,
c. have achieved at least a good grade average during their previous course of study.

The requirement referred to in paragraph 2 point a does not apply to students who, after completing first-cycle studies at Kujawy and Pomorze University, continue their education at AKP in order to obtain a master’s degree. In such a case, a first-year second-cycle student may apply for study or traineeship mobility abroad, provided that the student meets all requirements necessary to qualify for mobility, in particular regarding foreign language proficiency and good academic performance. When verifying the academic achievements of a first-year master’s student, grades obtained during first-cycle studies are also taken into account.

Persons interested in mobility are required to submit the following documents to the Centre for International Cooperation of AKP:

  1. a completed Application Form, available on the University website and at the Centre for International Cooperation of AKP, the template of which constitutes Appendix No. 1 to these Rules,
  2. a CV and motivation letter in the required foreign language in the case of applying for an international traineeship, both in written form and electronically, sent to: internationaloffice@AKP.edu.pl,
  3. an appropriate certificate confirming knowledge of a foreign language. A person who does not hold such a certificate is required to take a language test during the qualification procedure.

The following criteria are taken into account in the qualification procedure in particular:

  1. grade average from the last completed year of study,
  2. knowledge of the relevant foreign language and the level of proficiency,
  3. organisational activity, for example within the Student Self-Government.

The qualification procedure is conducted by the Qualification Committee, which carries out preselection based on the documents submitted by the student and selection based on an interview. If the number of qualified candidates exceeds the number of available places, a reserve list of candidates is prepared. The protocol of the qualification procedure constitutes Appendix No. 2 to these Rules.

The candidate is informed about being qualified for mobility by the person responsible at the University for coordinating international cooperation, acting as secretary of the Committee. In the event of a negative decision, the Student has the right to appeal against the decision of the Qualification Committee within 7 days from the date of its delivery to the candidate.

Application deadlines for international mobility and the list of partner universities are available on the University website and on information boards located on the University premises.

The University conducts recruitment for international mobility of Students on a rolling basis until the available pool of Erasmus+ mobility places for the given academic year is exhausted.

The amount allocated for the implementation of mobility is determined according to the rates published by the National Agency of the Erasmus+ Programme for the given academic year.

In matters not regulated by these Rules, the applicable provisions are the supra-university regulations concerning the Erasmus+ Programme, the provisions of inter-institutional agreements under which the student’s mobility is implemented, and the agreement concluded between AKP in Bydgoszcz and the student who has successfully completed the recruitment process.

Application Form for a Student

 

Recruitment rules for non-academic staff of Kujawy and Pomorze University for international mobility in the academic year 2023/2024

A non-academic staff member applying for mobility under the Erasmus+ Programme must meet the formal requirement of being bound with Kujawy and Pomorze University, hereinafter referred to as AKP, by an employment contract or a civil-law contract.

Recruitment for international mobility of the staff members referred to in point 1 is conducted by the Centre for International Cooperation of AKP, hereinafter referred to as CWZ AKP.

A staff member interested in mobility for training purposes at foreign partner universities submits the Application Form and the Individual Training Programme, Staff Mobility for Training Mobility Agreement, to CWZ AKP. The templates of these documents constitute Appendix No. 1 and Appendix No. 3 to these Rules, respectively.

The basis for qualifying a staff member for Erasmus+ mobility is the assessment of the Individual Training Programme, which is agreed with the host institution. The Individual Training Programme defines the planned training objectives, work schedule and expected outcomes.

The following criteria are taken into account in the qualification process:

  1. professional experience and length of service,
  2. ability to communicate freely in the language of the host institution,
  3. priority is given to persons performing duties under an employment contract, namely full-time employees,
  4. in the case of employees who meet the qualitative criteria to the same extent, priority is given to those participating in mobility for the first time,
  5. the mobility should fit into the plan for improving the professional competences of University employees.

The candidate is informed about being qualified for mobility by the person responsible at the University for coordinating international cooperation. The staff member has the right to submit a request for reconsideration of the case within 7 days from the date of delivery of the decision to the candidate.

The amount allocated for the implementation of mobility is determined according to the rates published by the National Agency of the Erasmus+ Programme for the given academic year.

Application Form for Administrative Staff

Rules for financing international mobility under the Erasmus+ Programme at Kujawy and Pomorze University in the academic year 2023/2024

The scholarship paid from the Erasmus+ Programme budget is intended to cover additional costs related to mobility and the stay abroad. The scholarship is supplementary in nature.

The amount of the scholarship depends on:

a. the amount of the grant received by Kujawy and Pomorze University, hereinafter referred to as AKP, from the National Agency of the Erasmus+ Programme,
b. the length of stay abroad, calculated with accuracy to one day,
c. the rates applicable to students and staff, established by the National Agency of the Erasmus+ Programme for the given academic year for individual groups of countries.

The announcements of the National Agency of the Erasmus+ Programme concerning the rates applicable in the academic year 2023/2024, namely the Rules for the allocation of funding for mobility projects in the higher education sector under the Erasmus+ Programme for the 2023 call for proposals, for mobility to individual groups of destination countries, constitute Appendix No. 1 to these Rules.

A mobility participant travelling under the KA131 financial agreement may apply for an increased flat-rate amount for green travel costs if most of the journey, meaning at least 51% of the round trip, is carried out using environmentally friendly, low-emission or sustainable means of transport. The following means of transport are recognised as environmentally friendly under the Erasmus+ Programme: bus, train, bicycle and carpooling, meaning a shared journey of people travelling on the same route, for the same purpose, in one of the co-passengers’ cars. Travel by plane, ship, boat, ferry, car used individually or motorcycle is not considered green travel.

Green travel is not an option granted automatically to the participant. Before the mobility, the staff member applies to the sending institution for the amount or increased rate related to green travel, declaring the intention to use low-emission means of transport. The declaration of the planned use of low-emission means of transport constitutes Appendix No. 2 to these Rules, and the declaration confirming that the journey has taken place constitutes Appendix No. 3 to these Rules.

Persons with disabilities, confirmed by documented disability status, may apply for additional funds from a special fund allocated for persons with disabilities. Applications for additional funds will be submitted to the National Agency of the Erasmus+ Programme. The additional amount of funding granted will be settled as real costs, which means that it must be documented with financial evidence.

In the case of lecturers and staff members, the following are paid: a travel lump sum calculated according to the distance calculator and the lump-sum rates published by the National Agency of the Erasmus+ Programme, Action 1: Mobility in higher education, as well as individual support, namely a daily rate in accordance with the rates published by the National Agency of the Erasmus+ Programme for the given year.

The rules for scholarship payment, including form, method of payment, number of instalments and other details, are determined before departure and included in the agreement concluded between the beneficiary and AKP.

In the case of student mobility, it is possible to extend the stay abroad. In such a case, a written application must be submitted. The application should be reviewed by the Dean of the relevant faculty and approved by the Vice-Rector for Education and Students. Changes to dates require an annex to the agreement between the student and the University, as well as the signing of another Learning Agreement or Traineeship Agreement.

The payment of the scholarship in the case of an extended stay depends on the amount of funds granted to AKP for this purpose by the National Agency of the Erasmus+ Programme for the given academic year.

The basis for settling the scholarship received is the fulfilment of the detailed provisions contained in the agreement between the beneficiary and AKP.

Failure to complete the formalities constitutes grounds for termination of the agreement and a request for repayment of the scholarship.

 

Forms of recognition for mobile staff members

Kujawy and Pomorze University in Bydgoszcz recognises and motivates both academic and administrative staff participating in mobility. The global dimension of science and its internationalisation are among the strategic priorities of the University’s development. Through participation in the Erasmus+ Programme, the transfer of good practices and innovation in the transnational area has gained a practical dimension.

By cooperating with foreign partners and recognising the mobility of academic staff, the University contributes to the intensification of internationalisation. For this reason, support and recognition for persons using mobility opportunities at KPU are expressed in the following areas:

The Regulations for periodic evaluation of academic teachers, together with the appendices concerning the evaluation of the professional activity of each academic staff member, include fields referring to different types of mobility. Completing these fields confirms that the person participated in mobility and therefore receives additional points in the evaluation assessment. As a result, the person obtains a higher final evaluation score.

Academic staff members participating in mobility may receive internal grants, through which they can finance the publication of scientific articles in journals that charge publication fees.

Academic staff members participating in mobility may receive internal grants, through which they can finance their participation in scientific conferences.

Academic staff members participating in mobility have priority in publishing their books through the KPU Publishing House, with the full production cost covered by KPU.

Academic and administrative staff members participating in mobility may receive full financing or co-financing for training or courses, for example language courses.

Administrative staff members participating in mobility may obtain professional promotion by improving their work evaluation.

Academic and administrative staff members participating in mobility have greater chances of receiving University distinctions, including, for example, the Rector’s Award and University medals.

Academic and administrative staff members participating in mobility may share the knowledge and experience gained during mobility at meetings or workshops organised for other University employees.
